A: No, the Surface Book is 13.5 , a bit bigger than the regular 13 devices. It may not fit well.

A: The DJ2 app functions separately and can be used a source of music and plugged directly into the controller. If your thinking of the remote app that controls virtual DJ on a computer from a phone, I do not believe they have developed this type of app for the beatpad.

A: I bought this case for a 13 mac book pro. There is some room for the laptop to jiggle within the case, but not enough room for the laptop with its neoprene soft case, kind of a weird and annoying situation. If I had to purchase again, I would take the laptop to the store and try it out in cases I thought could work, its a hard product to buy online. It is made from a harder, more brittle plastic that traditional Pelican cases. B&H has them all, so roll on over and test them out.
