Reason is, you have to remove all of the lower compartment padding, which is attached via Velcro, then remove the divider in between the top and lower compartments and fold it in. Then once you're done and want to use it as a camera bag, you have to reinstall everything in the same configuration you had it in before to fit your body and lenses. If the bottom compartment was a pullout separated padded bag, it would have been way faster and more convenient.
