A: The bottom layer has dividers and is not removable. As shown the top layer is removable. Both layers have adjustable dividers.

A: According to the SKB website, the case itself is crafted to exceed the ATA (Airline Transportation Association) specification 300, category 1 rating. Additionally, Trigger release latches can be retrofitted with TSA accepted key locking latches. The latches on the case do not come with locks; it only has padlock points.

A: Just went up to the attic to check this out. Th grooves do not have the same spacing and so although they do stack nicely if you push on the 1720 (on top) it will slide across the top of the 1740. If you were just stacking 2-4 it would probably be OK. If you were traveling or had more than a few they might fall if not secured.

A: Yes, have checked this case many times. No troubles, but it's likely to be over 50lbs, and could be over 100lbs depending on contents. Normally this will be met with a fee of $50 or more, depending on the airline. That said, if the contents are valuable, the protection that this case provides are worth the fees, in my opinion.
