Rather than relying on a constant size, articulating the lever on the side of this adapter effectively constricts the opening of the rubber side of the ring so that it grips the front of those strobes securely. To be clear, the ring is not a constant size but rather becomes tighter (i.e. more constricted) when one flips the side lever. Given that it's made of rubber and not molded plastic, you should expect some variance both in its inner diameter and also at different ambient temperatures.
