A: No, it is a completely different standard and technology, but either type of cable will work for your needs (assuming you're trying to connect your monitor to your desktop). In the case of TV/home theater you will only use HDMI since it also carries audio and sometimes internet to connected devices whereas desktop monitors only need video signal and all other functions are take up by other components like speakers, etc.

[32 AWG] When I had to replace the old video card for new Radeon RX 590 model in my wife’s 2012 MacPro, the up graded required a 1.4 DisplayPort to Apple Mini DisplayPort the adapter so that she could continue using her Apple 27-inch Cine-Display.
