A: I think you'll be fine. I have two of these. One is holding a 43 Hisense TV that I use as a second monitor. It's a little lighter at 22 pounds, but I have it on an extension arm. (Essentially another of the top arms). It's over the rating of the unit with the extension, but it's been fine.Also, I move these around. I'm not just making an adjustment and then leaving them alone. I make a lot of use of the ability to move them closer when I'm working and back out of the way when I'm done.I'm very pleased with them and would buy again if I needed another mount.

A: I also got the maximum height of the arm at the mounting point to be 23 as well. I have a Dell U2515H with their pocket style attachment which has VESA mounting hole patterns for 100mm and 75mm arms which the Ergotron has. I looked up the OptiPlex and it has the same pocket style stand as mine does and should have the VESA attachment although they didn't specify it. I would use the 100mm pattern and the Ergotron screws as they are a heavier duty screw.

A: The thing to check is the weight of the monitor. PIck the model that covers the range of weight your monitor fits in. The arm has adjustable spring tension so you can fine tune the tension to your monitor's exact weight. I have this arm supporting a 32 monitor in my studio. Once adjusted it works great, I can pull it out, raise, tilt, etc., with a finger or 2.
