You pull it up and can rotate is in 90 degree increments. This spring allow the base to vibrate easily. I removed the spring and replaced it with a small metric (4mm, in thing) lock washer from Fastenal. This disables the rotation and direction of tilt, but since I use it from my GoPro, I have to use the GoPro mount which can be rotated in an direction and allows me to tilt it in any direction.In addition I lock the adapter so the built-in tilt is 90 degrees to the handle bar mount. This allows for two-axis tilting.
